An authoring tool is the software used to build e-learning content. It assembles text, media, interactions and assessments into a package that publishes to SCORM, xAPI or web output. Tools range from slide-based rapid authoring for subject-matter experts to timeline and code-level environments for custom interactive design.
Tool choice constrains design more than teams expect. Slide-based tools make linear content fast and branching simulation awkward; the reverse is true of more open environments. Choosing the tool before deciding what kind of experience the objective requires sets a limit on the program before design has started.
Review and maintenance features now often matter more than the authoring features. If a subject-matter expert cannot review content in place, and nobody can version it and update it when a policy changes, it goes stale. Stale compliance content teaches people a rule that no longer applies.
