Certification and Certificates of Completion

Definition
A certificate of completion records that someone finished a course. A certification attests that they met a defined competency standard, verified by assessment against published criteria, and it usually carries an expiry and a renewal requirement. The two are routinely conflated and are not interchangeable.
The difference is what the document entitles someone to claim. Completion is a participation record; certification is an assertion of capability that a third party may rely on. Issuing completion certificates in language that implies certification is a real risk in regulated and safety-critical fields.
Credible certification requires an assessment aligned to the competency, a defined passing standard, controls against misrepresentation, and a way for a relying party to verify the credential. Expiry is part of the design: capability in fast-changing domains degrades, which is why renewal cycles exist.
