Competency Framework

Definition
A competency framework is a structured description of the knowledge, skills and behaviors a role requires, usually with proficiency levels that define what basic, competent and expert performance looks like. It gives recruitment, development, assessment and progression a shared vocabulary instead of separate and conflicting ones.
Frameworks earn their cost only when they are used in more than one process. A framework that informs job descriptions but not development planning or promotion criteria becomes documentation nobody consults. The behavioral indicators at each level are the load-bearing part: without them, "advanced communication skills" cannot be assessed consistently by two different managers.
The main risk is over-engineering. Frameworks with hundreds of competencies across a dozen dimensions are rarely applied as designed. A smaller set tied to observable behavior and reviewed as roles change survives contact with actual practice.
