Definition
Learning and Development (L&D) is the organizational function responsible for building the skills, knowledge and behaviors employees need to perform their roles and grow within the business. It spans needs analysis, program design, delivery and impact measurement, covering everything from onboarding and compliance training to leadership development and technical upskilling.
L&D sits at the intersection of human resources and business strategy. Where training was once treated as an annual budget line, mature L&D functions now start from a business problem — slow onboarding ramp-up, a quality defect, a regulatory obligation, an expansion into a new market — and work backwards to the capability that closes it.
The practical consequence is a shift in what L&D reports. Course completions and satisfaction scores describe activity; capability coverage, time-to-competence and performance change describe outcomes. Teams that can speak in the second language are the ones invited into planning conversations rather than asked to deliver a course after the decision has been made.
