The 70:20:10 model proposes that professional capability develops roughly 70% through challenging on-the-job experience, 20% through interaction with others such as coaching and feedback, and 10% through formal training. It is a planning heuristic for distributing effort across an ecosystem, not a measured law of learning.
The ratios originate from survey research on how managers report having learned, and they vary widely by role and context — a surgeon or an air-traffic controller cannot learn primarily by trial on the job. Treating the numbers as precise is the most common misuse of the model.
Its useful implication is structural: if most capability forms during work, then L&D's influence extends beyond courses to how work is assigned, how feedback happens and how knowledge is captured. That reframes the function's job from producing training to designing the conditions in which people develop.
