Definition

Learning impact measurement establishes whether a program changed behavior on the job and moved the business outcome it targeted. It requires deciding the measure and the comparison before delivery, then collecting evidence after enough time has passed for behavior to change — typically weeks or months, not at the end of the course.

The single most common reason impact cannot be shown is that no baseline was captured. Once a program has been delivered to everyone simultaneously with no prior measurement, no analysis can recover the counterfactual. Staged rollouts are valuable partly because they create a natural comparison group.

Practical designs are usually modest: a defined operational metric agreed with the business owner, a manager observation checklist for the target behavior, and a follow-up at a fixed interval. Modest evidence collected as planned is more persuasive than an elaborate model assembled after the fact.
