Definition
Learning objectives are precise statements of what a learner will be able to do after instruction, expressed as observable performance rather than internal states. A usable objective names the action, the conditions under which it is performed, and the standard that counts as success — which makes it simultaneously a design brief and an assessment specification.
The common failure is writing objectives about content coverage ("understand the refund policy") instead of performance ("process a refund request within policy limits, escalating exceptions correctly"). The second version tells the designer what activity to build and the assessor what to look for; the first tells neither.
Objectives also serve learners directly. Stated at the start of a module they let experienced staff judge whether the content is worth their time, which is why they belong in the learner-facing interface and not only in the design document.
